Training of customs officials and inspectors
Customs officials and local inspectors need to be adequately skilled for compliance monitoring and inspection activities. Countries could develop guidelines and documents to support monitoring and use them in training workshops. Supporting documents could describe the obligations of industry, how to identify chemicals as such, in mixtures or in articles and the sanctions foreseen for non-compliance.
Coutries should also consider whether there is a wider need for training of government officials and others involved in chemical management activities in all aspects of the scheme (e.g. in risk assessment, risk management, risk communication, public outreach etc.).
