The guidance document provides information designed to guide preparedness for and response to the deliberate use of biological and chemical agents that affect health. Designed for use by decision makers, public health officials and health practitioners the document provides information on (i) assessing the threat to public health; (ii) biological and chemical agents; (iii) risk management: preparedness and response; (iv) legal aspects; and (iv) international sources of help. Annex 1 provides detailed technical information on chemical agents.

Information provided is useful to support environmental health decision making and the management of chemical incidents. It provides information for the planning and response to the aftermath of chemical or biological weapons.
