Fees and Charges

Fees can, for example, be requested for service by government that complement industry obligations such as controlling the quality of submitted information or reviewing assessments with a feed back to industry. Fees can be requested for registration, licensing, authorisation of import permits and training inspections. A country with low resources might find it difficult to introduce fees together with new obligations that lead to additional costs for industry. At the same time a low resource implementation also means fewer obligations on industry than in a more sophisticated framework. Therefore not be many fees will be required in a low resource implementation option. One could consider starting with low fees and then based on the experience with the system the fees could be increased. Considering this and that the fees are linked to industry obligations which are low, medium and high, it is not necessary to propose low, medium and high implementation options for fees and charges.
