National policies and legislative frameworks
Governments should formulate and state a coherent policy on safety in the use of chemicals at work, taking into account national conditions and practice and in consultation with the most representative organisations of employers and workers concerned.
A resilient national OSH system is critical for the effective implementation of policies and programmes on OSH and the sound management of chemicals, both at the national and workplace level. ILO instruments on OSH and chemical safety provide a legal framework for managing risks posed by chemicals in the world of work.
Key steps to apply a national policy and legislative framework:
- Develop a national OSH profile
- Formulate a national OSH policy
- Establish a national system for OSH
- Develop or update a national OSH programme
