WHO - Step-by-step guide for developing a public health strategy for artisanal and small-scale gold mining in the context of the Minamata Convention on Mercury [2021]

The Minamata Convention on Mercury is a global, legally binding treaty. The core of the Convention is protection of human health from mercury exposure. Each country that ratifies the Minamata Convention with a “more than insignificant” ASGM in its territory is obligated to develop a national action plan (NAP) describing its approach to reduce, and where feasible eliminate, the use and emission of mercury in ASGM. This guide provides easy to use, step by step instructions for assessors to help develop a public health strategy as part of the NAP. It provides guidance on (i) the overall approach, including templates and tools, for conducting the assessment activities that will provide an evidence base; and (ii) translating evidence, other findings and insights gained from the assessments into a public health strategy. Lessons learned from the three pilot studies in Ghana, Mozambique and Nigeria are also discussed.

Why this Tool/Guidance?

Information aims to support researchers or other assessors to help ministries of health develop a public health strategy as part of the ASGM NAP. It helps to facilitate implementation of the Minamata Convention and the associated World Health Assembly Resolution WHA67.11 (2014).
