In order to make up the core of a cost effective industrial chemicals management scheme, five other key technical elements are needed:

- Exposure assessment
- Risk characterisation
- Risk management
- Poison centres
In addition, the Hazard data generation element may be needed, which is particularly relevant for countries with a chemical manufacturing industry or significant import of chemicals and more developed industrial chemical management frameworks. Priorities for hazard data generation can be informed, for example, by consideration of the exposure potential and the information which is already available. It is important to bear in mind that changes to tonnages or uses of a chemical can effect the exposure potential which in turn may alter its priority.
