Enforcement of obligations
Enforcement of obligations contains two sub-elements:
- Sanctions
- Liability
Enforcement of obligations of companies can only be effective if one has a consistent regime with clear consequences. Compliance and enforcement is also an element of the Classificaiton and Labelling System Scheme.
The level of activity required will depend on the extent to which the scheme is adhered to and the degree to which it is policed. It is therefore not possible to propose different implementation options for enforcement based on resources.
